I'll agree with you all to a point. To some extent, policy does play a part in this, and in a film about Haitians, Haitians should play a part as well. However, I see it like this:

He should hit the internet for sure. Forget what the investors are saying I am white and have no problem watching a movie without any white hero's. Hell by their logic black people would not want to see a movie with white hero's and judging by sales figures and the movies my black friends like that logic is flawed. Glover can learn a lot from the Obama campaign. Raise the money from the public. Thousands of civic minded, African minded folk across this country feen for movies like this and would contribute more than their share to get it done. I would put up more of my own money for a film of reputed historic impact than for any political campaign!
